PHS was established in 1984 as a result of initiatives taken by people on the Mornington Peninsula who were concerned about the lack of support available to families caring for terminally ill people at home.Following a public meeting in 1982, a Steering Committee commissioned a feasibility study which recommended a home-based model of care be established using existing resources plus additional services.
PHS was incorporated as a benevolent organisation on October 26, 1984. In 1998, PHS won a tender to the Department of Human Services to provide a comprehensive palliative care program delivered by a team of professional workers and volunteers – a model that is still in practice today.
